Monica Twesiime Kirya is a Ugandan lawyer specializing in law and development. She works at the U4 Anti-Corruption Resource Centre, Chr. Michelsen Institute, Bergen, Norway as the Senior Adviser. 
Education and background.
Monica holds an LLB degree (Bachelor of Laws) from Makerere University Uganda, a Post-Graduate Diploma in Legal Practice from the Law Development Centre in Uganda (LDC), a Masters’ in Law and Development and PhD in Law, both from the University of Warwick, UK; the latter was through the Commonwealth scholarship in 2007. 
Career.
Previously, Monica taught at LDC in Uganda, Makerere University Faculty of Law and Cavendish University Uganda. Through her involvement in Uganda’s Justice, Law and order sector, and her numerous research studies, evaluations and capacity building initiatives with various government agencies, international organisations and development partners, she has established herself as an external facilitator and consultant. She also established herself as an expert lawyer in women’s and child rights in Uganda.
In 2016, she joined the U4 Anti-Corruption Resource Centre in Bergen, Norway as the Principal Program Adviser and deputy director. She is interested corruption in the health sector, particularly the Global Fund to Fight Aids, Tuberculosis and Malaria, and corruption in the Education Sector. She is also the co-chair of the UNCAC coalition working Group on Gender, Inclusion and Corruption. UNCAC is a global network of activists, academics and practitioners who work together to advocate for a gender-sensitive approach to the implementation of the United Nations Convention against corruption. Further more, she is an Advocate of the High court of Uganda and a member of the association of Uganda Women lawyers. In 2002 - 2003, Monica worked as the assistant counsel to the commission of inquiry into the allegations of corruption in the Uganda Revenue Authority. She was also the Dean of Law at Cavendish University.
Monica has published seventeen papers, one PhD thesis abstract on Academia.

Monica has two children, a son and daughter.
